We're looking into this but currently do not see any problems with the pet bonding system. Bonding begins the first time you feed a pet after taming it and completes after being fed at least a week later.
I just tested inscription at that skill level and was able to gain 1.5 points using just 200 scrolls. Perhaps you've just had a streak of bad luck. Make sure the skill isn't locked and you have available skill points.

The mana regeneration rate should occur at the same rate it did on OSI shards at the time when the meditation skill was added. The higher the character's intelligence and meditation skills the faster mana regenerates.

We've tested provocation and had steady gains of 6.4 points, from 60.0 to 66.4 (base) in two hours. This was not practicing in an optimal way either, so better gains are possible. I suggest trying different methods of practicing your skill.
