I can't seem to locate NPCs for Hire. Does anyone know where I might locate some?

Any help is much appreciated.

There does seem to be a sever deficiency of employable NPCs. About all I found were at the Jhelom fighting pits. I will look into this.

I'll recall over to Jhelom and take a look!
